She is unlocked during the game, or you can unlock her in the Heroes section for Essence. 

Dela is a human lady pirate from the Thunder Reef – a dangerous part of the Eastern Sea, caught in a constant and terrible storm, filled with shipwrecks and filled with shipwrecks and bristling dangerous reefs. 

She is a young female with blue eyes and white hair.
