He is unlocked during the game, or you can unlock him in the Heroes section for Essence. 

Atlas is the King of the Darkest Depths - an enchanted part of the  Eastern Sea, hidden in the deepest depths, full of mysteries and unique sea creatures. 

He is a mystical being with glowing blue eyes, blue skin, and white hair.
