She is unlocked during the game, or you can unlock her in the Heroes section for Essence. 

Lilith is a Trickster Succubus from the Outer Worlds - an ever-changing, mysterious, and incredibly beautiful wasteland, constantly torn apart by resonating crystals. 

She is a mystical being with three yellow eyes, purple skin, and big horns.
